Billie Lynn Allard, MS, RN, FAAN

Ms. Allard is a nationally recognized transformational leader who led her nursing team to partner with healthcare executives, providers, nurse leaders, members of interdisciplinary team, community agencies and partners on a mission to transform care delivery to better meet the needs of ALL patients at a reasonable cost with improved quality outcomes while positively impacting patient/provider satisfaction. From 2002-2010 Allard served as the Vice President of Patient Care Services at North Adams Regional Hospital (NARH) in North Adams, Ma. previously spending three years serving as Director of Cardio-Pulmonary Services and eleven years as Director of Emergency Nursing Services. She completed her master’s degree in nursing from Russell Sage College in New York as a Clinical Nurse Specialist and completed the Wharton Fellows Nurse Executive Program at UPENN.

In 2011, Allard joined Southwestern Vermont Health Care, a now five-time ANCC Magnet recognized health system and led the implementation of value-based payment strategies to improve population health, equity, and access to meet the Triple Aim. Allard mentored the team of Clinical Nurse Specialists, partnering with physicians, pharmacists, physical/occupational/respiratory therapists, dieticians, social workers, mental health clinicians and community agencies and partners garnering grant funding to finance necessary programs. Results from this comprehensive innovation resulted in the health system receiving national recognition (2017 ANCC Magnet Prize for Innovation) for implementation of the Accountable Community of Health.

In 2018, Ms. Allard was recognized as an Edge Runner by the American Academy of Nursing for development of a new care model and was inducted as a Fellow in the American Academy of Nursing in 2019. Partnerships were established with deans of nursing schools to establish clinical rotations and co-creation of an expanded curriculum for two area programs. SVHC received the AHA Rural Health Leadership Award in 2020 based on this innovative program demonstrating quality outcomes for patients across all age groups, socioeconomic groups, and mental and physical health diagnoses. Ms. Allard, by request, authored a book “Inspired Healthcare – A Value Based Care Coordination Model” published by Sigma Publishing in 2020 and continues to publish articles in peer-reviewed nursing and healthcare journals.

Allard is a national presenter at healthcare and nursing conferences including AONL, AONE, AHA Rural Health Care Leadership, Association for Community Health Care Improvement, ANCC Magnet, VAHHS, Organization of Nurse Leaders (Ma., R.I., N.H., Ct., Vt), AONN, NPAF. Allard serves as a member of the AONL Continuum of Care Committee working on a Value-Based Care Tool kit, chosen to serve on the American Academy of Nurses Edge Runner Council and is a Board Member for the Organization of Nurse Leaders (Ma., R.I., N.H., Ct., Vt.)

In 2021, Allard stepped away from her healthcare leadership role to pursue consultant roles to assist other healthcare system in healthcare transformation to achieve population health. Ms. Allard is a co-founder of a new professional nursing association “Association of Chronic and Complex Care Nurse Navigators,” a sister organization of the Academy of Oncology Nurse and Patient Navigators (AONN+).
